Environment Agency Supports Efforts to Comply with Vehicle Emissions Test Regulations

The Environment Minister/the Environmental Control Agency Head, Hanif Faisol, encourages compliance with vehicle emission testing regulations to maintain air quality in the Greater Jakarta area.

To improve air quality in the Greater Jakarta area to be cleaner and healthier

According to him, referring to Article 28 letter H of the 1945 Constitution, which states that the community has the right to a proper living environment, meaning ensuring clean air quality.

One of the largest contributors to air pollution from the transportation sector, especially from emissions of vehicles in categories N and O such as trucks, trailers, combination vehicles, and vehicles powered by diesel fuel or solar.

Collaboration is Important to Anticipate Declining Air Quality in Greater Jakarta

"Heavy duty vehicles are the largest contributors to air pollution in Greater Jakarta in the transportation sector. Hence, we need to encourage their compliance with emission testing regulations," he expressed, Wednesday (3/12).

He explained vehicles that fail the emission test must undergo a re-eligibility test. Following the Transportation Minister Regulation Number 19/2021 on Periodic Testing of Motor Vehicles, one of the main requirements for the eligibility test is the fulfillment of vehicle exhaust emissions through emission tests.

"The Environment Ministry invites Transportation Ministry and National Police's Traffic Corps to prompt compliance among owners of vehicles in categories N and O and to conduct emissions testing in the field, such as in industrial areas, terminals, ports, and main roads, to improve air quality in the Greater Jakarta area to be cleaner and healthier," he explained.

Jakarta Environment Agency Head, Asep Kuswanto said he supports the Environment Minister's directive regarding vehicle emission testing. This was in line with a study by the Jakarta Environment Agency together with Vital Strategis that the highest source of air pollution came from the transportation sector, namely 67.03 percent.

He explained emission test is an effort to reduce pollution from two-wheeled, four-wheeled, or more vehicles operating in Jakarta.

"Every motor vehicle is required to meet the emissions threshold, as it is following Law Number 22/2009 on Traffic and Road Transportation article 48 paragraph 3 which states that every motor vehicle operating on the road must meet the emissions threshold requirements," he added.

He added the Jakarta Environment Agency together with Environment Ministry had held training for emission test technicians with a total of 449 participants and 234 workshops, as well as integrating the emission test system around Jakarta (Si UMI) with the Jakarta emission test system (Si Elang Biru Jaya), with the aim that vehicles outside Jakarta that have conducted emission tests in the surrounding areas and operate in Jakarta are not subject to parking disincentive policies and emission test ticket policies.

"Of course, by encouraging compliance with this emission test regulation, it can promote compliance among vehicle owners, especially in categories N and O, and can obtain accurate data on emission quality standards, thus serving as a basis for evaluating pollution control policies in the future," he closed.
